Sep 01, 2016 – Jul 21, 2020: Director General of Health Services, Ministry of Health & Family Welfare, Government of the People’s Republic of Bangladesh

Directorate General of Health Services (DGHS) is the principal executing agency of the Ministry of Health & Family Welfare for all health programs inclusive of all public health programs, hospitals and clinics, and regulations and controls of public and private healthcare delivery. I was the head of the organization. DGHS is the MOHFW’s technical agency in terms of policy; planning; strategy; guideline; enactment of laws; stewardship; health workforce recruitment, training, and placement; and relevant actions and affairs. I had to lead the institutions, facilities, organizations, and teams across the country having well over 200,000 staff keeping active liaison with all the state and non-state stakeholders both in home and aboard. I was often been praised by colleagues and partners for his knowledge and efficiency in effective management of my responsibility.

Additional Director General’s position is next to Director General. As ADG (administration), I helped the then Director General in carrying out his responsibilities and paid special attention to administrative, management, and some health workforce matters. As ADG (planning and development), I oversaw the future planning of national health systems and services and the ongoing health development activities under the Health, Population and Nutrition Sector Program (HPNSP) 2011-2016 and development of HPNSP for 2017-2022.

Mar 23, 2008 – 31 Aug 2016: Director, Management Information System (MIS), DGHS, MOHFW, Bangladesh

My contributions in building national health information system (HIS) across the country are still commended both in home and globally. During my tenure, I made many simple, low cost, innovative, locally appropriate, and nationally scaled eye-catching and effective e-/m-Health solutions (www.dghs.gov.bd). The Health Data Collaborative, a global initiative of WHO, WB and USAID and all major health development partners (DPs) recognized this model as an appropriate solution for measuring the progress of health-related MDGs and SDGs. In recognition, Bangladesh was honored as the co-host of the Measurement & Accountability for Results in Health Summit 2015 (MA4Health Summit 2015) held in WB HQ, Washington alongside three principal hosts, viz., WHO, WB and USAID. My contribution enabled Bangladesh to become the world’s largest and best deployment example of DHIS2 software for health systems data collection and dissemination. The best two things which deserve mention are recognition of Bangladesh Prime Minister Sheikh Hasina by the United Nations in 2011 through the UN-Digital Health Award 2011, and the German Government’s Best Practice Recognition in 2014 reflected in its special publication “A quiet revolution: Strengthening the routine health information system in Bangladesh”.

IEDCR (www.iedcr.org), which works alike of CDC, Atlanta, USA, is Bangladesh’s National Focal Health Institute for dealing with Disease Surveillance and Response to Disease Outbreak. During my short tenure in the institute, I did remarkable revitalization of the institute which drew national and international attentions.
